YPO are looking for a secondary Provider to be appointed onto a Contract for the provision of
Single and Multi-Parcel Consignment Delivery Service. The Contract is designed to meet the
needs of YPO and any of YPO’s wholly owned associated or subsidiary companies.

two.2.4) Description of the procurement
YPO operates a multi-channel distribution model to support its own fleet of delivery vehicles.
This contract is for approximately 40% of the overall allocation for single or multi-parcel consignments assigned to external parcel carriers.
Please note that 4PL solution is not in scope of this tender, but 3PL solution only.
YPO require a Supplier of single and multiple parcel consignments for scheduled collection and day-definite delivery service (24hr, from collection from YPO, 1- Business Day only) to addresses within the UK mainland, providing a full and comprehensive coverage.
Optional - YPO require a Supplier of single and multiple parcel consignments for a day definite delivery service (72hr, collection from YPO, 3 Business days only) to addresses within Scottish Offshore, Northern Ireland, Ireland, Isle of Man, Isle of Wight, and Channel Islands providing a full and comprehensive coverage.
In certain instances a requirement for a time definite delivery service is required

Description of options
The Contract will cover the period from 1st January 2025 to 31st December 2027 with one option to extend for an additional 24 months. The decision to extend the contract period will be taken by the end of May 2027 and will be dependent on satisfactory completion of all aspects of the contract to date, the current market conditions for this category and YPO’s contracting structures. The maximum contract period will therefore be 5 years, from 1st January 2025 to 31st December 2029 (subject to an annual review, incorporating price negotiations and KPI performance).

six.3) Additional information
Had the contract been awarded, YPO would have incorporated a standstill period at the point of notification of the award of the contract to all bidders. The standstill period will be for a minimum of 10 calendar days, and provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. The Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
