Description
York and North Yorkshire Combined Authority is procuring consultancy support to help develop a draft Local Transport Plan for York and North Yorkshire, as part of the Combined Authority's duties as a Local Transport Authority. The appointed consultant will help us develop the core components of the Local Transport Plan as well as garnering wide stakeholder agreement of a vision and objectives for the plan. The consultant will then assist us in producing a draft plan for consultation and its supporting impact assessments.

Justification for not setting key performance indicators
KPIs were not specified for the Local Transport Consultancy Plan, as the requirement for the commission is to develop, collaboratively with CA and council officers, a draft transport strategy. This in itself will be subject to scrutiny throughout its development, and then formal public and stakeholder engagement and democratic processes up to adoption.
