The London Boroughs of Brent, Ealing and Harrow intend to procure an operator for delivery of leisure services and facilities. This Prior Information Notice (PIN) is published to inform the market of the upcoming opportunity and invite expressions of interest at this stage. This notice is not a call for competition but is issued to provide advance information about the procurement.

two.2.4) Description of the procurement
The Councils intend to appoint a suitably qualified operator to operate, maintain and deliver leisure facilities and services across the three boroughs. The contract will commence on 1st March 2026 for an initial period of ten (10) years, with the option to extend up to a further five (5) years. The contract will support the achievement of each Council’s strategic objectives.
This opportunity will be procured as a concession contract via a Competitive Procedure with Negotiation (CPN) under the Concession Contract Regulations 2016.
The Councils intend to publish the Selection Questionnaire for completion as the first stage of the procurement on 3rd February 2025. This will be followed by an Initial Invitation to Tender on 21st March. More information on the procurement process and requirements will be included in the tender documentation published alongside the Selection Questionnaire on 3rd February.
