Moyle Interconnector Limited ("Moyle") is procuring an EPC contract to supply and install a synchronous condenser at its Auchencrosh site in South Ayrshire, Scotland. Moyle, a subsidiary of Mutual Energy Limited, owns and operates a 500MW HVDC electricity interconnector between the electricity networks of Northern Ireland and Scotland, which facilitates the trading of wholesale electricity between the Single Electricity Market in Ireland and Northern Ireland and the GB electricity market.Further details will be provided in the Pre-Qualification Questionnaire ("PQQ") and / or the Invitation to Tender ("ITT") documents.

two.2.4) Description of the procurement
The scope of the Auchencrosh Synchronous Condenser project as further detailed and specified in the procurement documents includes all works necessary for the design, detailed design, engineering, procurement, manufacture, transportation; installation, construction, testing, commissioning and provision of:(a) a synchronous condenser with an option for additional inertia to be provided by a flywheel;(b) a transformer for the grid connection at 275kV;(c) a synchronising circuit breaker between the transformer and synchronous condenser;(d) equipment connecting the synchronous condenser, connection transformer and synchronising circuit breaker;(e) all other ancillaries (such as auxiliary supplies, control and protection equipment, switchgear, cooling equipment, pony motor or equivalent, communications systems) required for the operation of the synchronous condenser for the design life;(f) all civil works required at the Auchencrosh site, including enabling civil works associated with an additional 275kV connection bay (the connection equipment will be supplied and installed by others);(g) all required construction permits excluding the Employer’s permits as further detailed in the procurement documents;(h) all required system studies and dynamic models required by the grid operator(s);(i) performance and compliance testing to meet the requirements of the Grid Code;(j) spares (both strategic and operational);(k) an option at Moyle Interconnector Limited’s discretion for operation and maintenance services post taking over for a period consistent with the warranty period and / or extendable up to a further 5 years.Further details will be provided in the Pre-Qualification Questionnaire (PQQ) and / or the Invitation to Tender (ITT) documents.Currency details will be provided in the ITT documents.Grid connection works (excluding civil works) will be carried out by others under a separate contract.Further details of the scope are provided in the PQQ and ITT documents.

Applicants wishing to participate should submit their company name, main contact name and main contact email address to Moyle Project Procurement Manager at email address: mutualtenders@mutual-energy.com.Applicants will then receive a 'Non-Disclosure' Agreement (NDA) which shall be submitted to the Moyle Procurement Manager at email address: mutualtenders@mutual-energy.com.Instructions to register on the In Tend portal will be provided to those economic operators wishing to participate where an 'Expression of Interest' (EOI) can be submitted. The PQQ and subsequent ITT processes will be run using the In Tend portal.After the NDA forms and the expressions of interest have been submitted, the PQQ document will then be made available to candidates including the submission instructions no later than 22 January 2021 or as otherwise specified by Moyle Interconnector Limited. Candidates must submit their respective PQQ submission in accordance with the PQQ instructions no later than 30 days after the issue of the PQQ documents.Following the evaluation of the PQQ submissions in accordance with the PQQ instructions up to four (4) candidates will be shortlisted with the selection criteria specified in PQQ document to proceed to the ITT phase.The ITT phase is expected to be conducted in one single stage. Moyle Interconnector Limited reserves the right to hold further ITT stages including a 'BAFO' round. At the end of the ITT one (1) tenderer will be appointed as the Preferred Bidder in accordance with the award criteria specified in the ITT documents. The award criteria specified in the ITT documents will be on the basis of the most economically advantageous tender determined by Moyle Interconnector Limited.Moyle Interconnector Limited reserve the right to alter or amend the number of shortlisted candidates to receive the ITT, the conditions and / or the procurement process described in the PQQ and / or the ITT documents.Moyle Interconnector Limited will apply a 'standstill' period of a minimum of 10 days from the day following the date of notification to participating tenderers of the award of contract.The Moyle Interconnector Project procurement process including this Contract Notice shall be governed by the laws of Northern Ireland and shall be subject to the exclusive jurisdiction of the courts of Northern Ireland.
