The ambition of this commissioning exercise is to procure a universal smoking cessation service to deliver comprehensive, person-centred, high-quality smoking cessation interventions and support to Bristol residents. As a key part of a wider tobacco control system and strategy, the service will increase the number of people who are engaging with effective interventions to quit smoking and increase the number of people who successfully quit smoking. In doing so, the service will address the leading cause of health inequalities and work towards reducing these in Bristol.

The contract will begin 01/07/2025 with the initial term ending 01/04/2029 with the possibility of extensions. (3.75 + 1).

When the tender submission window is open any supplier may join the competition and all supplier bids will be evaluated on the same basis.

Bid evaluation will consist of 2 stages; Stage 1 Selection criteria and Stage 2 Award criteria.

All bidders must pass the minimum Stage 1 criteria, based on the Standard Selection Questionnaire (SQ) and the council's requirements as stated within the tender documents, before the council is able to consider Stage 2 of the evaluation process.

The stage 2 award criteria will consist of a weighted evaluation structure. The weighting structure which will be used will be 20% for price, 70% quality and 10% for social value.
