The Council wishes to seek a Panel of Providers that can undertake Holiday Activities with Healthy Food to Children and Young People in the main holiday breaks i.e. Easter, Summer and Christmas within County Durham.

two.2.4) Description of the procurement

The Council wishes to seek a Panel of Providers that can undertake the holiday activities with healthy food to children and yound people in the main holiday breaks i.e. Easter, Summer and Christmas.

This will be an open and flexible arrangement to allow additional Providers to join the Provider Panel throughout its lifetime. However, at the discretion of the Council, the Panel may be closed should commissioners deem there be sufficient panel members to meet demand.

The intention of the provider panel is, that as a bidder, you will include an initial proposal to cover one holiday period. Where you are successful and are awarded a contract for delivery you may then be considered for direct awards for future delivery over holiday periods throughout the lifetime of the Agreement. Any future direct award will be subject to performance, monitoring, geographical need, activity need, and commissioner approval of the activity. The direct awards can be utilised throughout the lifetime of the Agreement.

Within the direct award there is capacity to undertake price refreshers and changes to activity delivery including venue and geographical demand zone.

The Provider Panel Agreement provides for no form of exclusivity or volume guarantee by the Council(s) for Services from the Provider and that the Council(s) is at all times entitled to enter into other contracts and agreements with other Providers for the provision of any Services.

This procurement is issued under an Open Tender process in line with Public Contracts Regulation 2015, under Regulation 74 of the Public Contracts Regulations 2015 for contracts for social and other specific services (Light Touch Regime).
