Foreign, Commonwealth and Development Office (FCDO) is looking for a supplier of services to deliver Wajibika Programme in Tanzania (Wajibika).
Wajibika is led by the FCDO and co-designed/funded by the Swiss Development Corporation (SDC).
The anticipated Financial Limit for the Contract until 31 March 2030 is up to £24,125,000. This value is made up of £13,500,000 representing the UK funding for the programme, and of approximately £10,625,000 (CHF 11,700,000) representing the Swiss Embassy contribution. The Contract value is inclusive of all applicable taxes but exclusive of UK VAT.
The Wajibika Programme is made up of three Components:
· Component 1 - Inclusive and Effective Civic Space;
· Component 2 - Media Freedom Workstream; and
· Component 3 - The Governance Innovation Fund.
The Financial Limit of the Contract, irrespective of value, will be allocated to the three components in the following proportions: Component 1 - 60%, Component 2 – 20% and Component 3 – 20%.

two.2.4) Description of the procurement
The intended Impact of the Wajibika programme is a more open, inclusive society in Tanzania where government demonstrates greater accountability to the needs of its citizens.
Wajibika will deliver this Impact via three strategic Outcomes:
• Effective civic space and political inclusion: CSOs are effective, credible and sustainable, developing stronger connections to the public, deploying evidence to demonstrate their value to government, and challenging disproportionate regulation. Coalitions (CSOs, NGOs, media, FBOs) are strengthened to promote inclusive politics and engage citizens – particularly women – in the democratic process.
• Media freedom and access to information: media challenges disproportionate regulation, including of online space, and grows capacity for public interest journalism.
• Government service delivery: Government and key actors are supported to explore new solutions to tackle longstanding service delivery challenges.
Wajibika has been designed to address both supply and demand side challenges to a more open society in which GoT is more accountable and capable of meeting citizen’s demands. As such the programme will support activities that are built around three different, but mutually reinforcing Outcome areas.
The Supplier will design and implement two long-term strategic workstreams to deliver Outcomes 1 and 2 and an on-demand facility called the (“Governance Innovation Fund - GIF”) to flexibly pilot and deliver short term projects to support Outcome 3.
FCDO reserves the right to scale down or discontinue this programme at any point in line with the terms and conditions of the Contract. Scaling down is at FCDO's discretion, and may occur for a number of reasons including, but not limited to, changes to the political economy or a shortage of funds.
