The Home Office is conducting a Market Engagement exercise during November/December 2024 to explore market capability and appetite ahead of the procurement of an Explosives Detection Dogs (EDD) Training Aids Framework in Q4 FY2024/25.
The Home Office own the UK's Explosives Detection Dogs Strategy. The overarching strategic objective is to deliver robust UK detection dog capabilities against priority threats and scenarios.
As part of that Strategy, the National Canine Training and Accreditation Scheme (NCTAS) sets standards and requirements for cross-Government EDD teams, with the National Canine Training and Accreditation Scheme - Private Security Industry (NCTAS-P) (https://www.gov.uk/government/publications/national-canine-training-and-accreditation-scheme-private-security-industry) similarly doing so for the private sector.
In meeting those requirements, the Home Office wish to procure a framework for the provision of EDD training aids for supply to Government agencies as well as accredited and approved private sector organisations.
The Home Office are seeking to engage with organisations with existing or future capability in the manufacture - and/or supply and disposal of - explosives, non-explosive chemicals, and canine training aids.
Participation in this Market Engagement exercise is voluntary and limited to those Suppliers with demonstrable presence and capability in the relevant industries. Non-participation will not preclude any party or organisation from taking part in any later competition which the Home Office may conduct.
This procurement - including the Market Engagement phase - will be managed electronically via the Home Office's e-Sourcing Portal (JAGGAER). To participate, suppliers must first be registered on the e-Sourcing Portal. Information we intend to distribute in accordance with the EDD Training Aids project is sensitive. As such, we will require a Non-Disclosure Agreement (NDA) and a Security Aspects Letter (SAL) to be completed by all interested parties before access to further information can be provided.
Should you wish to participate in the Market Engagement exercise, please follow the below steps:
1. Register your organisation on the Home Office eSourcing portal or confirm access to your existing account.
2. Register your interest in the EDD Training Aids Market Engagement exercise via email to CollaborativeProcurement@homeoffice.gov.uk ensuring the subject line is as follows: HSG EDD Training Aids - MEQ Supplier Interest.
3. Review, sign, and return the NDA and SAL to the Home Office. Following receipt you will be added to the Project. The Market Engagement Pack will be shared via portal.
We will be requesting Market Engagement Questionnaire responses be returned via the portal between the 5th and 9th of December, date to be finalised.

Following feedback obtained during Market Engagement, Lot 6 (Disposal of Explosives Dog Training Aids) has been removed from the procurement. The scope of the procurement remains the same - the services previously anticipated to be delivered separately under this Lot 6 will instead be included under each of the remaining lots (Lots 1 - 5).
