The UK is part of the United Nations Convention on the Law of the Sea and has an obligation to protect and preserve the marine environment. The MCA acting as the Executive Agency for the UK is responsible for the environmental safety of the UK coast and waters. The CB2 will add further resilience to the UK Tier 3 national capability and is very important to the overall response of the MCA in dealing with pollution incidents when they occur in shallow water areas including harbours.

Explanation:
The risk of oil pollution incidents in and around UK waters remains as does the need to update existing equipment so the Counter Pollution stockpile is resilient. The MCA has undertaken research and has concluded that the goods required can only be supplied by AllMaritim due to the technical capability of the CB2, this includes:
Ability to capture an oil slick and separate the oil and water whilst moving at various speeds through the water
Ease of recovery of oil slick by enablement of a skimmer to operate within the equipment
Proven capability to recover all types of oil including heavy viscosity
Rapid deployment capability
In line with Government Procurement Policy MCA tenders all its counter pollution equipment requirements by conducting 'open' competition. However, following specialist advice and market testing, MCA believes that provision of a 'tested' and 'certified' shallow water containment and recovery system is limited to being provided by a single supplier.
