two.1.4) Short description

Transport Scotland, on behalf of the Scottish Ministers, has identified an on-going need for the services of experienced consultants to carry out services in connection with Transport and Island Connectivity Planning, Appraisal, Data and Modelling Services.

Transport Scotland, on behalf of the Scottish Ministers, wishes to progress a procurement competition for a Multi-Supplier Framework Agreement.

The Framework Agreement, to cover 3 years with a 1-year extension option, will be available for use by Regional Transport Partnerships and other Scottish Government Directorates.

The framework will consist of a number of Lots. The following list may expand or be consolidated following market engagement:

- Lot 1 is for Transport Modelling and Data services relating to Transport Planning;

- Lot 2 is for Advice on the Case for Transport Investment;

- Lot 3 is for Island Connectivity Advisory and Support

- Lot 4 is for Transport Planning Advisory and Support

It is proposed that each Lot will comprise a minimum of 3 suppliers and a maximum of 5 suppliers.

It is proposed that Call-off contracts less than 100 000 GBP may be called off on rotation. Any call-off contract may, and all call-off contracts greater than 100 000 GBP will, be awarded through a mini-competition.

To develop transport focussed models and data services to support the testing of transport interventions (policy, programme, project) in Scotland.

To maintain the suite of transport focussed models and data services.

Maintenance and Application will be required of the existing suite of models (see www.transport.gov.scot/latis for more information on the existing models). Transport Scotland, working with the Regional Transport Partnerships have a suite of transport focussed national and sub-national models. All these models have a pre-COVID19 base year and were developed before the publication of the second National Transport Strategy.

Provision of advice and support in the context of island and peninsula transport connectivity (including maritime, air services and connecting public transport and active travel). This may include: support in developing island connectivity strategy, policy and legislation; modelling and analysis; assessment of transport markets and competition; demand analysis and forecasting; measurement of benefits; monitoring and evaluation of transport services and infrastructure; costing and revenue studies; application of the Scottish Transport Appraisal Guidance in a maritime and island transport connectivity context including through Community Needs Assessments; advice on maritime operations and timetabling; supporting the implementation and review of the Islands Connectivity Plan; consideration of vessel design options and harbour infrastructure requirements (including environmental impacts) to support business cases; undertaking impact assessments; supporting consultation processes and procedures and undertaking consultation events, workshops and presentations with or on behalf of Transport Scotland; supporting the drafting of technical and commercial air and maritime related procurement and contract clauses.

six.3) Additional information

Transport Scotland will conduct the proposed procurement process for the Framework on behalf of the Scottish Ministers.

In the event of the conclusion of the tender process, it is the intention that a Framework Agreement will be entered into between the Scottish Ministers and the most economically advantageous tenderers.

It is proposed that Market Engagement Sessions will be held online. Lot 1 – 27 January 10:00 to 11:00, Lot 2 – 28 Jan 10:00 to 11:00, Lot 3 – 29 Jan 10:00 to 11:00, Lot 4 – 30 Jan 10:00 to 11:00. Attendance is restricted to two representatives per company at each session and to facilitate admission to the event, the names of proposed attendees should be emailed in advance to the contact person for this market engagement - (latis@transport.gov.scot).

The intention of the Information Sessions is to enable potential suppliers to better understand the scope of the contract and the procurement process, such that a productive procurement competition can be achieved.

Transport Scotland encourages SMEs, Third Sector organisations and Supported Businesses to participate in bidding for the framework.

Transport Scotland will manage this process in an open and transparent manner to maximise the possible benefits. Participation or non-participation at this Information Session will not preclude suppliers or cause advantage/disadvantage to any supplier’s ability to participate in this procurement.

Transport Scotland and the Scottish Ministers shall have no liability for any costs however incurred by those attending the online Information Session, attendance at subsequent meetings, or involvement in the procurement competition.

Direct or indirect canvassing of any Transport Scotland official concerning this procurement, or any attempt to procure information from any Transport Scotland official concerning this Prior Information Notice (PIN) outside of the formal process described in this document may result in the disqualification of the supplier from this procurement, and consideration in any future procurement activity.

No information contained in this document or in any communication made between Transport Scotland and any supplier in connection with this document shall be relied upon as constituting a contract, agreement or representation that any contract shall be offered in accordance with this document.
