Oxfordshire is a thriving county which is home to over 650,000 residents. The county has over 3000 miles of highway, 2600 miles of public rights of way.

Oxfordshire County Council is looking to procure a new highway maintenance contract commencing operational services on 1st April 2025, following a period of mobilisation. The Contract will be for an initial 8-year period with the option to extend for up to a maximum of 14 years.

The services are the maintenance and improvement of the Council’s highway network and include:

Routine maintenance (reactive and planned) of highway assets including carriageways, footways, cycleways, drainage systems, structures, fences and barriers, signs and road markings, street furniture, verges and trees, public rights of way.

Emergency response to incidents on the highway network

Winter maintenance including precautionary treatments and snow clearance

Capital maintenance including surfacing, surface dressing and surface treatments

The construction of highway improvement works up to an estimate construction value of £750,000 per scheme

Design services for the maintenance and improvement works

Oxfordshire County Council is procuring a Highway Maintenance contract commencing on 1st April 2025 for an initial 8-year period with the option to extend for up to a maximum of 14 years. Listed below are the services the contract is required to provide.

• Routine maintenance - defects, drainage, highway grass cutting, signs, lines.

• Winter maintenance including gritting.

• Delivery of the capital maintenance/renewal schemes.

• Structures – maintenance and improvement works.

• Small new infrastructure and improvement works (below a value of approx. £750k).

• Arboricultural service and support.

• Countryside and Public Rights Of Way maintenance.

• Traffic & Event Management.

Oxfordshire County Council is seeking a contractor who shares their values and will look over the duration of the contract to support the council in delivering strong social value, tackling the climate emergency, deliver innovation and maximise customer experiences.

The Council will select the highest-scoring three (3) compliant Economic Operators to be invited to proceed to the initial tender stage of the procurement but in the event that either the fourth or the fourth and the fifth ranked Suppliers score within 5 (five) percentage points of the third placed bidder then all four or five Suppliers (as applicable) will be taken through to the next stage.
