The Boroughs named are seeking early market engagement relating to the provision of a cross borough East-London public cycle share scheme specifically in the London Boroughs of Newham, Redbridge, Barking and Dagenham, and Havering. The authorities may require the provision, operation, management and maintenance of a public cycle share scheme under a bespoke concession services contract. The public cycle share scheme should be cost neutral to the boroughs and should have boroughwide coverage in all four boroughs. The Authorities are open to views relating to the provision of e-cycles and pedal-cycles, and docked vs dockless.

The Boroughs named issue this Prior Information Notice (PIN) as a Request For Information (RFI) to gather market intelligence and information, to gain a better understanding of the capacity and appetite of the market in delivering the proposed provision, and to alert the market to a possible future tender opportunity. An electronic tendering portal is being used to manage the expressions of interest and RFI, economic operators will need to register on the portal to express interest and to access and return the completed RFI documentation.

The purpose of the RFI is to allow the supply market to share any experience that could help inform the specifications and parameters of a subsequent procurement process.
3) Meet the Buyer Event - It is the Contracting Authorities intention at point of issue to hold a virtual meet the buyer event on the 6th & 7th of March further details will follow and will be issued at https://lbbd.bravosolution.co.uk. Businesses will be able to meet with Procurement and Commissioners involved with active travel within the four London Boroughs. The event aims to share current market intelligence and provide an opportunity to provide input to shape the following procurement process . The event will be FREE to attend and optional. This event will provide attendees and exhibitors with an opportunity to learn about plans to introduce an East-London bike hire scheme. Businesses will be encouraged to share any experience that could inform the specifications and parameters of a subsequent procurement process. Operators should be willing to discuss electric bikes; electric cargo bikes; docking and charging infrastructure; digital display boards for hire locations; signage; servicing and maintenance of electric bikes and electric cargo-bikes; and web, app and back office systems for public hire electric bike schemes.
This PIN/RFI invites Economic Operators to express an interest in this RFI exercise only, the RFI, and Meet the buyer Event are not part of any pre-qualification or selection process. This PIN/RFI is intended as an awareness, communication, and information gathering exercise. An expression of interest is no indication of a commitment to participate in the RFI process or to attend the Buyer Event. No preferential or special status will be gained by economic operators who express an interest, complete the RFI or attend the Meet the Buyer Event.
