two.1.4) Short description

The subject matter of this procurement process relates to the delivery of services which are listed to in Schedule 3 to the regulations. As such, the procurement process adopted by the Commissioners has been developed in accordance with Regulation 76 of the regulations and in particular in accordance with the fundamental public procurement principles of transparency and equal treatment. For the avoidance of doubt this means that the Commissioners have not adopted the open procedure (as such term is defined in the regulations) for the undertaking of this procurement process.

These services will cover adults over 18 years of age in Oxfordshire, although most of the Individuals using these services are likely to be older adults. The services will cover Short Stay, which includes: planned and unplanned placements, respite and emergency admissions, and permanent placements.

The Council, in its absolute discretion, may close and re-open the opportunity for potential service providers not already on the Framework. Further details will be provided at the time of re-opening.

These services will cover adults over 18 years of age in Oxfordshire, although most of the Individuals using these services are likely to be older adults.

Providers can apply for different Care Bands under the Framework:

• Care Band 1 - Residential Care

• Care Band 2 - Residential Specialist

• Care Band 3 - Nursing Care

• Care Band 4 a) - Nursing Specialist- Complex Physical Needs

• Care Band 4 b) - Nursing Specialist - Complex Mental Health Needs/ Complex Dementia Needs

• Care Band 5 - Specialist Plus Care

There is no limit as to what bands providers can apply for. Details of what each band requires is set out in the Service Specification.

This Framework is for Care Homes within the Oxfordshire area.
