two.2.4) Description of the procurement

Following recent dialogue between a number of Scottish Local Authorities, which includes North Lanarkshire, South Lanarkshire, East Dunbartonshire, East Renfrewshire, North Ayrshire, and Renfrewshire, we are collectively looking to determine what the current market position is in regard to the potential development of an integrated polymer recycling facility, here in Scotland. This would contribute to the Scottish Government’ circular economy ambitions, addressing the declared Climate Change Emergency with reduced emissions in line with Net-Zero and Zero-waste ambitions.

As a minimum commitment, it has been identified that a long term agreement would need to be established in order to help facilitate this agreement.

To this end, it is our intention to engage with the market and in particular Material Recovery Facilities (MRF), in order to have further dialogue in the form of virtual sessions, to discuss in more detail the proposed project and determine what the market implications may be. To formally record a note of interest and to confirm acceptance to attend virtual sessions with representatives on behalf of the abovementioned Local Authorities, please email Chris Gannon at gannonc@northlan.gov.uk.

An agenda will be provided prior to the sessions (including questions), which will detail the potential dialogue of the discussions. A minute will also be taken and agreed with the participating parties.

On recording a note of interest by Friday 29th January 2020, date and time of the virtual sessions shall be provided to those interested parties when they contact Chris Gannon on the aforementioned details.

Any future process shall be identified via a regulated procurement process, which at the moment, the details have yet to be determined. Each Authority will also need to determine their own actions as a consequence of these sessions. The outcome of the abovementioned sessions will likely contribute to the details of any future agreement.
