Swansea Council is intending to establish a Framework Agreement for modern domiciliary care providers with the necessary skills and expertise to deliver excellent outcomes

This Prior Information Notice (PIN) to inform organisations of its intentions to commission domiciliary care services for adults with one or more of the following needs:

- Mental health;

- Learning disability;

- Physical disability;

- Neurodevelopmental conditions and

- Acquired brain injury.

Providers on the Framework will need to share the Council’s view that:

- people prefer to be less, rather than more, dependent;

- services should have an emphasis on supporting people to achieve personal outcomes;

- services should be delivered in a manner which is planned and pro-active, and ensure progression / recovery is not forgotten or displaced;

- recognises that people must be central to how they receive services and they are more likely to progress when it is something that they have chosen to do and something that matters to them; and

- an acceptance of risk associated with supporting people to progress their skills.

Interested organisations are invited to initially submit an expression of interest to Swansea Council: Christopher.Francis@swansea.gov.uk no later than 4pm on the 31st January 2023 with the following information:

2) Would you be interested in tendering for the service described above? If yes, please explain full detail of what you are able to provide.

3) Do you have the current capacity to deliver the required objectives and availability of resources?

Interested organisations may also want to note that the Council is going to be developing a framework agreement for supported living services for adults with mental health needs. A separate Prior Information Notice has been developed in respect of domiciliary care.

This exercise will not be used for the purposes of short-listing at a later stage and non-participation will not restrict access to any tender opportunity that might follow from this exercise.

Swansea Council reserves the final right to follow what it considers to be the most appropriate approach to market and will not meet any costs incurred by any party in responding to this exercise. Having considered all representations Swansea Council reserves the right to package the requirements in such a way as to offer the most cost effective, sustainable solutions.

The estimated date for publication of the contract notices is subject to change depending on the outcome of this PIN notice and market testing exercise. Please note the purpose of this notice is to notify the market on the upcoming Framework Agreement which will be tendered in the coming months.
