Birmingham Women’s and Children’s NHS Foundation Trust is seeking a provider of inpatient services for adults (>18 years old) with mental health conditions requiring inpatient care.

The service must be provided in suitable locations as close to home as possible, reducing out of area placements and retaining links with local services and family members which has proven to be crucial in the recovery process.

The geographical boundary within which this bed provision is being sought must be within a 90 mile radius of Birmingham City Centre (B4 6NH).

two.2.4) Description of the procurement

This service relates to adults (>18 years old) with mental health conditions requiring inpatient care who are the commissioned responsibilities of Birmingham Women’s and Children’s NHS Foundation Trust Mental Health Services, known as Forward Thinking Birmingham (FTB) and Birmingham and Solihull Mental Health NHS Foundation Trust (BSMHFT).

Forward Thinking Birmingham (FTB) partnership comprised of statutory, Voluntary and independent sector organisations to collectively provide a dynamic approach to mental health services for Children, Young Person and Young adult (CYPYA) living within Birmingham City using service model based on 5 key themes:-

-Improvement and Transformation of services

- Integration of Services

- Innovation from a clinical model through to a Governance model

- New sectors within Mental Health care pathway

- Recovery focused outcomes

The aim of this Service is to place adult Service Users requiring mental health inpatient care in suitable locations as close to home as possible, reducing out of area (OOA) placements and retaining links with local services and family members which has proven to be crucial in the recovery process.

The contract will provide adult male and female mental health Inpatient services, totalling 81 inpatient beds split as follows:

ACUTE = 54

FEMALE PICU = 8

MALE PICU = 16

REHAB = 3

The objectives of the Service provided under this contract are:-

• Reduce OOA admissions - unless this is in the best interest of the Service User

• Placing Service Users in an inpatient setting close to their home and family

• Retain links with local community services

Working closely with the commissioner (FTB) to provide efficient pathways with suitable discharge thresholds and agreed escalation processes for Special nursing requirements.

The Service must provide assurance in relation to consistency and continuity of care, safer step up and step down care arrangements, enable access to single electronic patient record systems with a view to limit OOA placements and provide an improved experience for Service Users.

The geographical boundary within which this bed provision is being sought must be within a 90 mile radius of Birmingham City Centre (B4 6NH).
