NHS Arden & Greater East Midlands Commissioning Support Unit (AGCSU), on behalf of NHS
England and NHS Improvement (Midlands) is carrying out a market engagement exercise for the Provision of Liaison & Diversion Service in Worcestershire, Herefordshire, Shropshire and Telford, Coventry and Warwickshire areas.
As part of the market engagement event the commissioners are giving providers who are interested and able to deliver the full liaison and diversion service, the opportunity for a 1:1 session. These will be for 30 minutes for which you will need to book.
In addition to informing the market of the opportunity, the event is to assist the commissioner in deciding on the most appropriate and effective lotting strategy for the future procurement.

The Commissioners are considering the following options for their lotting strategy:-
Option 1) Lot 1: West Mercia (Worcestershire, Herefordshire and Shropshire/Telford)
Lot 2: Coventry & Warwickshire
Option 2) Lot 1: Worcestershire & Herefordshire
Lot 2: Shropshire & Telford
Lot 3: Coventry & Warwickshire
Option 3) Lot 1: Worcestershire, Herefordshire, Shropshire, Telford, Coventry & Warwickshire
Commissioners would be interested in hearing the markets views on these or any other possible lotting options.
The Liaison and Diversion service provision will cater for vulnerable individuals of all ages in the offender pathway and help to inform subsequent decisions, about where an individual is best placed to receive treatment, taking into account public safety, safety of the individual and punishment of the offence.

For this service provision, NHS England would like to encourage innovative solutions including strategic alliances which will deliver value for money and improved services to patients. The service provider(s) will be required to deliver an outcome based high quality and integrated L&D service, operating at various points of the criminal justice pathway including police custody, courts and community within the stated areas and across the Police Force footprint.
This service will be required to include Peer Support embedded into the operating model.
This service is expected to be fully operational by 1 April 2022. Indicative funding available (per annum): Worcestershire L&D - £906,160, Herefordshire L&D - £357,528, Shropshire & Telford L&D - £705,418 and Coventry and Warwickshire L&D - £1,426,737. In addition to the above, funding will be made available to deliver a Reconnect/Care After Custody programme suitable for each area.
The contract term for this procurement will be 3 years with an option to extend by 2 years (3 + 2 = 5) therefore 5 years in total.
The aim of the market engagement exercise is to inform potential providers on the opportunity and to assist the commissioner in deciding on the most appropriate strategy for the future procurement.

The event is planned for the 27th January 2021 from 10 am until 12 noon, with 1:1 sessions held in the afternoon. Please note the event will be held via Microsoft Teams.
Organisations who wish to attend the Market Engagement Event must register their interest by completing the questionnaire as explained above. Please note that no more than three individuals per organisation can attend the event. The invitations for the Market Engagement Event and 1:1 sessions will only be sent to those organisations who have completed the questionnaire.
Any submitted response to this PIN notice will not automatically entitle your involvement in any future procurement exercise. Any procurement conducted as a result of this notice will be advertised separately and all organisations wanting to participate will need to respond to the procurement advertisement as and when it is published.
