Oxfordshire County Council (OCC) is looking to engage with contractors for the services of the shredding and disposal of Persistent Organic Pollutants Waste or POPs Waste.

It is anticipated that the opportunity will be divided into Lots:

OCC is looking understand the marketplace and the options available to the local authority as a result of legislation from the Environment Agency came into effect from the 1st of January 2023.

OCC will be looking to engage with prospective contractors in February- April 2024.

two.2.4) Description of the procurement

Oxfordshire County Council (OCC) is looking to engage with experienced contractors for the services of the receipt, shredding, haulage and incineration of Waste Upholstered Domestic Seating (WUDS) containing Persistent Organic Pollutants or (POPs). OCC is looking understand the marketplace and the options available as a result of Environment Agency requirements that came into effect from the 1st of January 2023, this will include any further materials the Environment Agency adds to those already classified as POP’s waste materials. Current arrangements will expire in December 2024 and the Council will be tendering this opportunity in the months proceeding this.

It is anticipated that the opportunity will be divided geographically into the following Lots within the County :

Lot 1 -South Oxfordshire and The Vale of White Horse

Lot 2- West Oxfordshire

Lot 3- Cherwell

with City of Oxford able to deliver to a convenient location for transport from Oxford.

There may be other Lots dependent on the results of the market engagement

These Lots will primarily be for the receipt of household waste containing POP’s collected by our Waste Collection Authority partners and from our network of Household Waste Recycling Centres. It may also include flytipped and small amounts of trade waste. The Council may also be interested depending on financial practicalities treatment of wider bulky wastes mixed with POP’s if the legislation permits this.

However, OCC would still wish to explore the best approach following soft market testing taking place given that the market is complex and ever changing landscape.
