NHS England (Midlands) will be commencing a multi-speciality and multi- lot tender in 2022/23 that will include:

• All 8 Staffordshire prison healthcare services. Lotting strategy is subject to market and stakeholder feedback (see below)

• 3 integrated offender health (non-custodial) contracts for

o Lot INC1. Black Country

o Lot INC 2 Birmingham and Solihiull

o Lot INC 3 Staffordshire and Stoke on Trent,

two.2.4) Description of the procurement

NHS England are looking to undertake a multi lot, multi-speciality procurement for a) healthcare services in the 8 Staffordshire prisons and b) Integrated Offender Health (non custodial) Services across the West Midlands region. It will be run as one invitation to tender but with multiple lots for each of the types of services as follows:

• Staffordshire Prison Procurement (exact number of lots to be determined)

• Integrated Offender Health (non custodial) Services Procurement – 3 Lots

By running a single procurement exercise Commissioners intend to streamline several ITT questions/sections, to enable a single response to be submitted by bidders and applied across multiple lots (for example governance, HR and IG). The intention is to streamline, wherever possible, the process for those parties interested in bidding for multiple lots.

Please note it is not the intention of commissioners to award a contract that includes both prison healthcare and non-custodial services – these will remain distinct and separate contracts.

This notice is to notify the market of NHS England’s intention to procure these services and undertake market engagement to gain an understanding of the market's view on how the procurement for the 8 Staffordshire Prisons may be configured.

Prison Healthcare

• The Staffordshire prisons requiring the provision of Healthcare Services are :-

HMP Oakwood

HMP Featherstone

HMYOI Brinsford

HMP Dovegate

Services required cover

• primary care (including GP, dental, optometry, nursing, pharmacy and therapies)

• mental health (primary and secondary care)

• substance misuse (clinical and psychosocial)

Services will be required to be fully operational by 1st April 2023

Integrated Offender Health (non custodial) Services

The Integrated Offender Health Services will be for the West Midlands Region and will be delivered in three areas (Black Country, Birmingham & Solihull and Staffordshire and Stoke on Trent)

Integrated Offender Health (non custodial) Services will include the provision of Liaison & Diversion, RECONNECT and Mental Health Treatment Requirements.

The Liaison and Diversion provision will cater for vulnerable individuals of all ages in the offender pathway and help to inform subsequent decisions, about where an individual is best placed to receive treatment, taking into account public safety, safety of the individual and punishment of the offence. It will operate across Police Custody, Court and community within the stated areas and across the Police Force footprint. Peer Support will be embedded within the workforce.

RECONNECT will be a care after custody provision which starts working with people before they leave prison and helps them to make the transition into community-based services upon release so that they can access the health and care support that they need.

Mental Health Treatment Requirements will be available for those individuals who have been assessed as suitable for a community treatment order. This will include individuals who have a mental health problem which does not require secure in-patient treatment, but whose offence is below that of a custodial sentence.

For Integrated Offender Health (non Custodial) Services, NHS England would like to encourage innovative solutions including strategic alliances which will deliver value for money and improved services to patients. The service provider(s) will be required to deliver an outcome based high quality and Integrated Offender Health (non custodial) Service, which will be expected to be fully operational by 1 April 2023.
