Bridgend County Borough Council (BCBC) wishes to appoint an organisation to provide energy efficiency advice and guidance to businesses and residents within Bridgend County Borough, contributing to the delivery of its Local Investment Plan (LIP).

We are seeking innovative proposals that will contribute to the Communities and Place and Supporting Local Business investment priorities of the LIP; supporting local residents to create resilient, safe and healthy neighbourhoods, and SMEs to embrace new-to-firm innovation, adopt productivity-enhancing, energy efficient and low carbon technologies and techniques.

Challenges this appointment seeks to address include:

Local resilience planning: Support for local communities to undertake local resilience planning, focusing on Health, Climate and Economy.

Decarbonisation of the economy: The need for individual, business and community action to live more sustainably has been identified in community engagement work, and detailed in the Net Zero Carbon Strategy, Wellbeing Assessment and Economic Strategy. Businesses are facing significant challenges due to climate change, and the imperative to move to a low-carbon economy.

This project is funded by the UK government through the UK Shared Prosperity Fund (UKSPF). The project will collaborate with teams delivering against the other UKSPF Investment Priorities of Supporting Local Business, Community and Place and People & Skills, as there are many areas which complement each other and where there is great scope for additionality. The project must contribute to the following interventions of the UKSPF:

W13: Community measures to reduce the cost of living, including through measures to improve energy efficiency, and combat fuel poverty and climate change.

W29: Supporting decarbonisation whilst growing local economy. Taking a whole systems approach to invest in infrastructure to deliver effective decarbonisation across energy, buildings and transport and beyond, in line with our legally binding climate target. Maximising existing or emerging local strengths in low carbon technologies, goods and services to take advantage of the growing global opportunity.

Please note the estimated value should be 450,000 GBP. The original value of the contract will be 250,000 GBP but there is an optional extension (if funding becomes available of 200,000 GBP)
