Fencing, Maintenance, Security and Groundworks

  • London Borough of Harrow

Procurement identifier (OCID): ocds-h6vhtk-065b33

Description

Provision of fencing installations, maintenance, security works, welding/fabrication and associated groundworks across the London Borough of Harrow's estate (parks, open spaces, cemeteries, allotments, car parks, corporate buildings and highway boundaries).

Harrow has 22 wards and approx. 261,000 residents according to 2021 census information. We are responsible for maintaining around 160-200 parks buildings (including outbuildings), 57 parks and open spaces, around 20 nature reserves, around 10 cemeteries, 34 allotment sites and 1615 roads covering 457 km of highways within the Borough boundaries.

There is an ongoing requirement to support the Environmental service areas within the Culture, Environment and Economy Directorate. The types of work undertaken are varied and include all types of new fencing installation, reactive security welding repairs and maintenance, telescopic bollard installations, removal of playground equipment, and groundworks. Services are predominantly performed at Council owned Parks and Open Spaces, Car Parks and boundaries adjacent to Highways.

Work volume is variable with seasonal peaks and troughs in demand or triggered by specific projects and initiatives the Council are working on.

The appointed supplier/s would have the ability to react quickly in certain circumstances to secure sites that have been targeted by vandals or thieves or that may pose an urgent health and safety risk. As such this aspect of the service would suit locally based suppliers with readily available resource in the area.

We are currently considering how to approach the market to ensure we can deliver the services to offer the best possible outcomes for our residents.

To assist us with developing a market compatible tender we would welcome your feedback through market engagement participation.
