Description
The Guinness Partnership Limited, together with its appointed managing agent ProcurePublic Limited, is awarding a single-lot framework for the provision of cleaning and associated services. The framework covers communal cleaning, window cleaning, gutter cleaning, and the removal of bulk waste for residential, commercial, and mixed-use buildings.
The framework supports both planned scheduled services and reactive requirements, ensuring safe, clean, and well-maintained environments for residents and building users. The scope of services includes, but is not limited to, the following:
Communal Cleaning
Routine, periodic, and reactive cleaning of shared areas
Cleaning of entranceways, corridors, stairwells, lifts, and lobbies
Deep cleans and enhanced hygiene requirements
Cleaning of hard floors, carpets, and mats
Cleaning of communal kitchens, laundries, and amenity rooms
Bin store and refuse area hygiene
High-level dusting and environmental hygiene
Emergency cleaning and responsive attendance
Window Cleaning
Internal and external window cleaning
Abseil, cradle, MEWP, and pole-fed cleaning methods
Cleaning of glazing, façades, atria glass, balcony glass, and partitions
Gutter Cleaning
Routine, planned, and reactive gutter clearance
Associated downpipe and drainage clearance
Reactive and ad-hoc window cleans (where required as part of access provision)
Bulk Waste Removal
Removal and lawful disposal of bulk household waste
Clearance of fly-tipped materials
Removal of furniture, appliances, and oversized items
Scheduled and reactive bulk waste services

Although the framework is structured as a single lot, bidders were able to select the type of service(s) they can deliver through:
Workstream CPV codes
Regions / geographical coverage
Contract value bands
This structure ensures fairness and enables suppliers of all sizes-including SMEs, regional contractors, and specialist providers-to participate according to their capacity and service expertise.
The framework will be available for use by all UK public sector contracting authorities.
