Description
Warwickshire County Council (WCC) intends to establish a 3 year contract for the delivery of Cycle Training across Warwickshire.
Funding for this service is provided to WCC by the Bikeability Trust and Active Travel England (ATE), with WCC acting as the Grant Recipient.
The Council seeks to appoint either one Provider for both Lots or two separate Providers, with one Provider appointed per Lot.
The contract comprises two Lots, each covering multiple districts and boroughs:
Lot 1 - North Warwickshire:
North Warwickshire Borough, Nuneaton and Bedworth Borough, and Rugby Borough.
Lot 2 - South Warwickshire:
Warwick District and Stratford District.
The appointed Provider for each Lot will be required to deliver a full programme of cycle training throughout the calendar year, not limited to school term time. Training delivery must include:
All schools located within the Lot
One-to-one training courses
Community training programmes, including holiday courses
The contract will have an initial term running from 1 April 2026 to 31 March 2027 in line with the grant funding for cycle training from the Bikeability Trust.
The total estimated budget for delivering all Cycle Training across both Lots is £254,450 for the 2026/2027 period, based on the 2025/2026 allocation and subject to confirmation by Active Travel England (ATE). The Council will notify Providers of the confirmed annual funding allocation upon receipt from ATE. Allocation timing and value are outside the Council's control.
Additional funding may be made available through the SEND and Inclusion funding streams. For the 2025/2026 period, allocations included £2,501 SEND funding and £10,704 Inclusion funding. However, Grants have advised that the overall amount available for SEND and Inclusion is likely to be lower than in the previous grant period, so these figures may decrease accordingly.
Funding for each Lot will be allocated based on the proportion of Year 6 pupils eligible for Level 2 training, in line with ATE targets to achieve 80% coverage. The same proportional division will apply to Level 1, Level 3, Plus Learn and Plus Balance courses.
