Jubilee Line Train Management System, Passenger Information System and Saloon CCTV Turnkey System Replacement Project

Description

Given the age of Jubilee line 96TS (1996 Train Stock), several systems are now experiencing obsolescence which impact the fleet's maintainability and day-to-day availability. The aspiration is for the fleet to operate, with an acceptable level of Reliability, Availability, Maintainability and Safety (RAMS), until replacement in approximately 2045.

To address these obsolescence issues, London Underground (LU) have mobilised a project to develop and implement a sustainable solution.

A 'Make vs. Buy' analysis is required to establish the optimal means of project delivery. To date, project development has assumed and have been engaging the market, on a 'Make' scenario for the individual systems, whereby LU procures replacement systems from 3rd parties and deliver their integration across the fleet at an in-house production facility.

This Market Engagement Exercise however, seeks to assess market appetite and capability to deliver the 'Buy' scenario, where a supplier is contracted to deliver a 'Turnkey' programme of works to address all the systems of concern as provided in the scope below - which itemises the Core / Extended scope systems and their respective Preferred solution. The Preferred solutions were determined as part of an LU completed optioneering work.

CORE SCOPE

1: Train Management System (TMS), including Incident Recorder (IR) - Replacement

2: Passenger Information System (PIS) - Replacement

3: Saloon CCTV - Replacement

EXTENDED SCOPE

4: Propulsion Inverter Electronics (PIE) - Replacement

5: Saloon & Cab Fluorescent Lighting - Replacement

6: Traction Brake Controller - Obsolescence Treatment (Repair)

7: HVAC (cab and saloon) Controllers - Obsolescence Treatment (Repair)

8: De- Icer Controller - Obsolescence Treatment (Repair)

This 'Buy' option assumedly, will require the supplier to complete all aspects of the design, prototyping, manufacture, installation and testing & commissioning of the replacement systems across the fleet (in full) at their facility. Such option could be preferable to LU if the approach, costs and delivery timelines proposed by the suppliers present better value in comparison to the "Make" option and current internal estimates.

The outcome of the Early Market Engagement will output the preferred modality for project delivery, to be progressed to tender with the intention of implementing it on all of LU's 63 Jubilee Line fleet of trains.
