The Authority is seeking to procure the second generation of rehabilitative services for Community Support for men to help them address rehabilitative needs and to desist from offending, across England (other than Greater Manchester, where a procurement for similar services will be led by GM Combined Authority) and Wales.

PLEASE NOTE: ALL FIGURES IN THIS PART OF THIS NOTICE ARE INCLUDING VAT, HOWEVER THE LOT BREAKDOWNS EXCLUDE VAT.

The budget for the men's services is £854,446,832 (inc. VAT) for the full term of the contracts (optional extensions included), final values will be confirmed once the spending review and governance is completed. There is , an indicative award date of October 2026 and an anticipated indicative go-live date of March 2027. The proposed contract length shall be 5 years, with the option to extend by up to 3 further years.

Please note for the purposes of this Tender opportunity the Funding Partner will be awarding the contract based on £854,446,832 (inc. VAT) as per the value stated above.

Suppliers should note that the Funding Partner is currently undertaking an internal spending review. As a result, the funding allocated to this procurement may be subject to change prior to the award of the contract.

The Total Contract value is aimed to range between £854,446,832 (inc. VAT) and £1,128,855,881 (inc. VAT) but the Funding Partner reserves the right to award below the minimum and maximum values if the outcome of the spending review changes our position. The Funding Partner aims to not go below 13% of the lower value and any changes will be communicated at the appropriate time in the procurement.

The men's services will provide a combined, whole-person, individualised service to help service users:

• Build supportive relationships and social networks. This might include family relationships, friends, community groups and peer communities.

• Connect to a range of community-based activities and resources that matter to them. This could include volunteering, sport or constructive leisure activities.

• Progress towards recovery from drug or alcohol use and gambling.

• Achieve and maintain sustainable outcomes in relation to housing, employment and financial management.

The Supplier, who will undertake the role of lead bidder, will be responsible for the delivery of all services in the specification. It is envisaged that to deliver the whole breadth of services, a supply chain may be utilised under the direction of the Supplier, who will instruct, engage and collaborate with a supply chain to ensure successful delivery of the required services.

Please note, these new combined services will replace the existing separate pathway services previously procured which cover Dependency & Recovery, Personal Wellbeing, Accommodation, Finance, Benefits Debt and Education, Training and Employment.

The Funding Partner will deliver this combined service by tendering 27 contracts across two waves of tenders:

Together and within the contract, we aim to create responsive, innovative solutions and foster lasting, positive impacts. Partnerships will be at the core of these contracts to significantly enhance the capabilities and reach of the involved entities.

Co-commissioning:

The Funding Partner is not currently pursuing co-commissioning, but flexibility is retained to allow future contributions from other public bodies. Any additional funding would be managed by the Funding Partner, with services delivered in line with the existing specification and governed through appropriate contract and change control processes, in accordance with the Procurement Act 2023.
