Description
The Kent County Council (KCC) wishes to engage with suppliers regarding capacity in the market to provide Paper and Card Processing Services.
As a Waste Disposal Authority, KCC has a statutory responsibility to dispose of household waste. Paper and card material is currently received at all Household Waste Recycling Centres (HWRCs) in Kent, and is also currently collected as a separate waste stream by some Waste Collection Authorities.
Through its contracts with third-party waste transfer suppliers, KCC will deliver loads of mixed paper and card arising from both HWRCs and household waste kerbside collections to the supplier's designated material processing facility (or waste transfer station as appropriate).
The supplier must have in place:
• a processing facility with appropriate permitting and planning permissions;
• an electronic weighbridge for the weighing-in of material delivered to their facility to provide the Council with the appropriate management information (including weigh-loader transaction listings);
• policies and procedures that recovers materials in accordance with the waste hierarchy to maximise reuse and recycling and to avoid sending any waste to landfill; and
• robust service contingency plans to ensure service continuity in the event of plant failure, etc.
The supplier will pay the Council a Contract Income Amount per Tonne for all the material delivered and accepted by the supplier.
KCC requires new supply arrangements with the new services commencing on 1 December 2026.
The overall estimated volume for this contract is circa. 30,000 tonnes per annum.
