Description

The requirement is broken down into the below lots:

Lot 1- Biosolids delivery East This Lot provides the end-to-end delivery of biosolids and clean water sludge to land and restoration. This includes services such as pad management, loading, haulage, stockpiling and spreading for the EAST.

Lot 2- Biosolids delivery West This Lot provides the end-to-end delivery of biosolids and clean water sludge to land and restoration. This includes services such as pad management, loading, haulage, stockpiling and spreading for the WEST.

Lot 3- Liming (Biosolids Stabilization Treatment)

Lot 4- Ground protection services in the WEST

Lot 5- Ground protection services in the WEST

Key Features:

• Lots 1 and 2 are mutually exclusive: A single supplier cannot be awarded both. However, a bidder may submit proposals for both, understanding they can only win one. If bidding on both lots, separate, lot-specific responses must be provided, as the requirements differ geographically. If a bidder ranks highest for both lots, the Utilities will consider the bidder's stated geographical preference in the RFP. However, the final award decision will be based on evaluated responses and, if necessary, discussions with preferred suppliers. but the successful bidder will become a stand by supplier for the other area.

• Variant Bids Permitted: Bidders may submit a variant for either Lot 1 or Lot 2 that includes integrated delivery of Lot 4 or Lot 5. This is the only accepted variant bid model in the RFP. Further information regarding variant bid is provided further in this pack.

• Lot 3 is independent, awarded via a framework to two suppliers (minimum).

• The appointment of any bidder following this Procurement process is not exclusive. There is no guarantee of any minimum volume of work if a bidder is successful in being awarded a framework by the Utilities.
