Adult Drug and Alcohol Treatment Services

Description
A service for Sandwell adults aged 18 and over who are at risk of or are currently experiencing negative impacts as a result of their alcohol and/or drug use.
The service will ensure provision of pharmacological and psychosocial support intervention provision aimed at those with potential or established needs.
The service will ultimately contribute towards reducing drug and alcohol related deaths and harms, as well as reducing unmet need.
Service delivery will sit within the context of the National Drug Strategy.
The SSMTRG grant funding is additional to Local Authority expenditure on services and must be spent according to a specific menu of interventions focused on reducing drug and alcohol related harms and deaths.
The grant funding is subject to annual confirmation covering the financial years 2022/23, 2023/24, and 2024/25.
The service will be expected to incorporate relevant and appropriate use of any additional SSMTRG funds to enhance treatment delivery in line with National Drug Strategy requirements
The Borough Council of Sandwell has previously modified the contract (Notice identifier: 2026/S 000-004955) to utilise the extension period, detailed within the original tender documents and notice (Notice identifier: 2023/S 000-005293), extending the contract term to 31 January 2028 and included the inclusion of the DATRIG, IPS Monies and National Insurance Increase.£17,982,352.
The Borough Council of Sandwell has now modified the contract to secure the provision of additional and enhanced drug and alcohol services for 1 April 2026 to 31 March 2027 and, subject to confirmation of additional funding, from 1 April 2027 to 31 January 2028 when the current contract ends. The additional elements will enhance existing drug and alcohol treatment services by increasing service capacity and improving quality.
IPS: The IPS service will deliver employment support for people accessing the specialist drug and alcohol treatment and recovery service. In line with national IPS specification requirements the service will be fully integrated with the specialist provider, including access to case management systems.
DATRIG: The conditions of this funding necessitates spend on specified elements within drug and alcohol treatment and recovery systems as well as priority focus areas. Many of the required interventions can only be delivered by specialist drug and alcohol services. The funding will improve the capacity and quality of existing services through an increased staffing model, access to long-acting buprenorphine therapy (Buvidal), enhanced outreach and harm reduction, residential rehabilitation placements and the development of stronger pathways between health, social care and criminal justice including an offender to recovery programme.
