The Royal Parks (TRP) are conducting a market engagement exercise prior to procurement for a strategic partner to deliver hard FM services to our iconic estate.

two.2.4) Description of the procurement

TRP is a charity that was created in 2017 to oversee and manage around 5,000 acres of Royal parkland across London. The estate contains around 600 different buildings and structures, 189 of these are listed assets such as the Albert Memorial in Kensington Gardens.

The estate consists of the following parks.

•Kensington Gardens

•Greenwich Park

•St James Park

•Hyde Park

•Green Park

•Bushy Park

•Brompton Cemetery

•Victoria Tower Gardens

•The Regents Park and Primrose Hill

•Richmond Park

The current contract has been in place since 2016 and has a value of around £3.5m per annum, with additional project works taking this figure up to around £6m per annum. The split in terms of value of works between M&E and fabric is around 50/50.

The scope of services of the new contract will include:

•Water Hygiene

•Helpdesk & CAFM services

•Planned Maintenance

•Reactive Maintenance

•Handyman Services

•Project Works

TRP consider this opportunity suitable for SME providers.

It is intended to use the Restricted Procedure for the procurement and the contract is planned to commence in July 2023 with a three-month mobilisation period to go-live in October.

The contractual term is likely to be an initial period of 5 years with an option to extend for 1-2 years , although this is still to be confirmed.

TRP intends to use the NEC4 FM form of contract.

TRP invite initial feedback from the market on the above including the scope, procurement route and timescales, contract term and form of contract . TRP is also interested in market observations on incentivisation mechanisms.

Market engagement sessions are currently scheduled to take place in the week commencing Monday 31st October 2022. Gardiner & Theobald LLP have been appointed to lead the procurement of the new contract and will run the engagement sessions.
