Crown Commercial Service (CCS) as the Authority intends to put in place a Pan Government Collaborative Agreement for the provision of RM6279 Buying Better Food to be utilised by Central Government Departments and all other UK Public Sector Bodies, including Local Authorities, Health, Police, Fire and Rescue, Education and Devolved Administrations.

This will be an agreement managed with a single access point, using a single Tier 1 supplier as an umbrella to simplify the customer journey. This agreement will cover all public sector customers and all food and drink sub-categories, and we welcome the opportunity for single supplier’s, a consortium or Special Procurement Vehicle (SPV) style approach to meet these requirements.

Our initial Contract value is estimated up to £100 million, and will be confirmed at Contract award.

On Wednesday 5th October 2022 CCS will be releasing the draft proposal of the Contract including Terms and Conditions for review by the market. CCS will be holding a Supplier Engagement Day in London on Wednesday 12th October 2022 to share our approach and project plan along with initial feedback. On Thursday 20th October 2022 CCS will hold virtual meetings for feedback on the proposed documentation.

This PIN Is an update on the RM 6279 commercial opportunity.

CCS are looking to procure a Food & Drink commercial solution that will:

● Offer free digital access for public sector customers using the agreement

● Be simple, quick and easy to use for customers

● Support all food producers (including SMEs) in accessing public sector food opportunities

● Support public sector food buyers in buying better quality, safer, sustainable food that meets The Government Buying Standards for Food

● Support public sector customers in meeting carbon net zero goals

● Build and monitor social value through public sector food procurement

● Support sustainable food production

● Support the reduction in food miles

● Support the public sector in accessing local food produce at the right price

● Offer regional supply and distribution networks

● Support investment in local communities, equality and diversity, reduction in Modern Slavery risks, resource efficiency and environmental sustainability

● Next day delivery capability for customers

The final structure of the Food & Drink commercial solution will be confirmed within the Contract Notice.

Crown Commercial Service invites suggestions and feedback on the proposed Agreement Contract including Terms and Conditions, from the market suppliers.

Our initial Contract value is estimated up to £100 million, and will be confirmed at Contract award.

Crown Commercial Service intends to hold market engagement sessions in London on Wednesday 12th October 2022 with suppliers interested in potentially bidding for the resulting framework contract. If you are interested in attending a market engagement session please express your interest by emailing food@crowncommercial.gov.uk no later than midday on Friday 7th October 2022. Further details will be provided to you.
