A statement explaining the decision-makers’ reasons for selecting the chosen provider, with reference to the key criteria. - A full consensus evaluation was completed and the winning bid met with the satisfaction of the project team based on the evaluation criteria set out in the tender documents. The bid was within the financial parameters set out in the tender document. The bid met all of the compliance requirements.
The bid was selected because it provided the strongest overall response against the published award criteria, particularly in relation to quality, local deliverability and alignment with the required treatment and recovery model.
The submission showed a clear understanding of the service requirements, including mobilisation, TUPE, referral to assessment timescales, partnership working and locality-based delivery.
The quality response was strong overall, with comprehensive answers across the treatment journey, governance, access and involvement, workforce competency, innovation and sustainability.
The evaluation panel recognised relevant local examples, a willingness to work with the Authority on the North of Tyne approach and cost efficiencies, and a low overall commercial risk profile.",

A statement explaining the decision-makers’ reasons for selecting the chosen provider, with reference to the key criteria. - A full consensus evaluation was completed and the winning bid met with the satisfaction of the project team based on the evaluation criteria set out in the tender documents. The bid was within the financial parameters set out in the tender document. The bid met all of the compliance requirements.
The bid was selected because it provided the strongest overall response against the published award criteria, particularly in relation to quality, local deliverability and alignment with the required treatment and recovery model.
The submission showed a clear understanding of the service requirements, including mobilisation, TUPE, referral to assessment timescales, partnership working and locality-based delivery.
The quality response was strong overall, with comprehensive answers across the treatment journey, governance, access and involvement, workforce competency, innovation and sustainability.
The evaluation panel recognised relevant local examples, a willingness to work with the Authority on the North of Tyne approach and cost efficiencies, and a low overall commercial risk profile.",

A statement explaining the decision-makers’ reasons for selecting the chosen provider, with reference to the key criteria. - A full consensus evaluation was completed and the winning bid met with the satisfaction of the project team based on the evaluation criteria set out in the tender documents. The bid was within the financial parameters set out in the tender document. The bid met all of the compliance requirements.
The bid was selected because it provided the strongest overall response against the published award criteria, particularly in relation to quality, local deliverability and alignment with the required treatment and recovery model.
The submission showed a clear understanding of the service requirements, including mobilisation, TUPE, referral to assessment timescales, partnership working and locality-based delivery.
The quality response was strong overall, with comprehensive answers across the treatment journey, governance, access and involvement, workforce competency, innovation and sustainability.
The evaluation panel recognised relevant local examples, a willingness to work with the Authority on the North of Tyne approach and cost efficiencies, and a low overall commercial risk profile."
