EMPCT is seeking to reallocate these UOAs to one or more existing providers within a 5-mile radius of postcode NN1 5PT (Northampton), who are able to demonstrate capacity, compliance, and quality in delivering NHS orthodontic care.
Indicative Scope:
•\tRecurrent allocation of 8,135 UOAs per annum
•\tDelivery within a 5-mile radius of NN1 5PT
•\tProviders must hold an existing NHS orthodontic contract
•\tService delivery must comply with national orthodontic commissioning standards and local access priorities

There was 1 perceived Conflict of interest identified throughout the process whereby an evaluator provides clinical advice to other NHS organisations and is employed by NHS Hertfordshire and West Essex ICB and NHS Bedford, Luton & Milton Keynes ICB as a Dental Advisor. This was reviewed by the Project Lead and a decision was taken for the evaluator to maintain their position on the evaluation panel, and was mitigated as no prior information or contractual information regarding the Providers was taken into consideration when evaluating, and evaluation was conducted by multiple evaluators and moderation overseen by an AGEM representative, and the evaluator was never the sole voice on any scores, as each question was discussed in depth as part of a robust moderation process.
The Basic Selection Criteria Questions were Pass/Fail and the weightings for the Key Criteria Questions were as follows and were scored on a 0-5 scoring mechanism;

East Midlands Primary Care Team (EMPCT) on behalf of NHS Northamptonshire Integrated Care Board (The Commissioner) is issuing this Prior Information Notice (PIN) to inform the market of a forthcoming opportunity for the recurrent redistribution of orthodontic Units of Orthodontic Activity (UOAs) within the Northampton area. This follows the closure of an existing Personal Dental Services (PDS) orthodontic contract and aims to ensure continuity of care and equitable access to NHS orthodontic services.
The redistribution relates to 8,135 UOAs previously delivered under a PDS orthodontic contract which has now ceased. EMPCT is seeking to reallocate these UOAs to one or more existing providers within a 5-mile radius of postcode NN1 5PT (Northampton), who are able to demonstrate capacity, compliance, and quality in delivering NHS orthodontic care.
Indicative Scope:
•\tRecurrent allocation of 8,135 UOAs per annum
•\tDelivery within a 5-mile radius of NN1 5PT
•\tProviders must hold an existing NHS orthodontic contract
•\tService delivery must comply with national orthodontic commissioning standards and local access priorities

"value": "In late 2025, the contract with the incumbent orthodontic provider in Northampton was terminated, resulting in an immediate need for the ICB to secure ongoing provision for recurrent orthodontic activity.
To maintain continuity of care and uphold statutory duties around access, quality and patient safety, the ICB is now commissioning recurrent orthodontic UOA activity to stabilise provision within the locality.
The service sets out the requirements for the delivery of orthodontic services across Northamptonshire, ensuring:
• continuity of treatment for existing patients
• timely access to assessment and initiation of care for new referrals
• compliance with national orthodontic commissioning standards
• robust clinical governance and safeguarding arrangements
• equitable access across the county
• clear reporting, performance and quality measures.
Orthodontics is the dental specialty concerned with facial growth, the development of the dentition and occlusion, and the assessment, diagnosis, interception and treatment of malocclusions and facial irregularities. Treatment planning considers both functional and psychosocial factors, ensuring that orthodontic intervention is undertaken only where it is in the patient’s best interests.
The new commissioning arrangement aims to restore predictable capacity following the provider termination, protect patient safety, and ensure that children and young people continue to receive high-quality orthodontic care aligned with national guidance and local oral health priorities."
