This contract will replace the existing PFI arrangement on expiry in 2028.\nThe Authority's key objectives are to: \n •\tProvide good quality, cost-efficient, value for money waste services. \n•\tEngage, educate and support residents to minimise their waste, maximise repair, reuse, recycling and composting, and to understand how to access, and make the most of, reuse services. \n•\tMinimise the carbon emissions and other greenhouse gases arising from the collection, treatment and disposal of waste. \n•\tMinimise the amount of waste sent to landfill. \n•\tProvide waste services that can evolve as necessary to support anticipated growth of household and population numbers in the City. \nThis will include:\n •\tHousehold residual waste and dry mixed recycling (DMR) collections on an alternate weekly basis (fortnightly) instead of weekly. \n•\tThe introduction of wheeled DMR bins to replace single use bags as standard. \n•\tImplementation of weekly food waste collections as early as possible. \n•\tRetention of bespoke and / or more frequent arrangements for communal collection points and others as appropriate, as well as exception processes for households with specific requirements for assistance. \n•\tContinuation of fortnightly garden waste collections from March to November. \n•\tContinuation of clinical waste collections from households on request. \n•\tContinuation of bulky waste collections from households on request.\nScope\nThe Contract shall include the following Services:\n• Household Waste and Recycling Collection including:\n - Residual Waste Collection Service\n - Dry Mixed Recycling Collection Service\n - Food Waste Collection Service\n - Garden Waste Collection Service\n - Bulky Waste Collection Service\n - Clinical Waste Collection Service\n - Other provisional items such as servicing bring banks and a commercial waste collection Service, should they become core items.\n•\tThe Contractor will procure new vehicles suitable to deliver the services on behalf of the Authority.
