The aim of this PIN is to highlight the opportunity, and the reference design work conducted to date. The data and analysis presented are preliminary and subject to change. They are intended to inform discussions and do not represent final decisions or commitments. Amberside Advisors has been retained by the NHS Trust as the advisors in this process.
The Trust and its advisers will hold a pre-market engagement webinar on the 11th November 2024, from 10:30am – 12:00pm, where the initial details of the project will be presented. Interested parties will be able to post questions which the Trust and its advisers will consider and respond to in writing following the webinar or as part of the procurement documents once the contract opportunity is advertised. The relevant contracting authorities that may access the framework agreement include: NHS Trusts, NHS Foundation Trusts, and Integrated Care Boards (ICBs) within the South East London region. This includes King’s College Hospital NHS Foundation Trust, Lewisham and Greenwich NHS Trust, South East London and Maudsley NHS Foundation Trust, Oxleas NHS Foundation Trust, Guy’s and St Thomas’ NHS Foundation Trust, South East London Integrated Care Board and any other public sector organisation that falls within the South East London Integrated Care System. Additionally, NHS England, the Care Quality Commission (CQC), and the Health and Safety Executive (HSE) may also access the framework agreement.
Beyond the NHS, public sector bodies such as local authorities and councils, including the London Boroughs of Lambeth, Southwark, Bexley, Bromley, and Greenwich, and any other local authorities or councils within the South East London region, as well as the Mayor of London, the London Assembly, Transport for London (TfL), the Mayor’s Office for Policing and Crime (MOPAC), the London Fire Commissioner, and the City of London Corporation may also access the framework agreement.
The call off contracts between the Trust and the supplier appointed to the framework agreement may include a variable mechanism to reflect the volume of energy services provided under the framework agreement.

The estimated value stated in this notice represents the estimated maximum potential value of projects that may be delivered under the framework over its term and does not constitute a commitment by the Trust to spend this value, in whole or in part.
Whilst the value of the Framework Agreement in this notice is £2Bn, this reflects the potential total value of all projects under call off contracts awarded under the Framework Agreement and the fact that other public sector organisations (as identified in this notice) may call off this Framework Agreement. The aim of this PIN is to highlight the opportunity, and the reference design work conducted to date. The data and analysis presented are preliminary and subject to change. The relevant contracting authorities that may access the framework agreement include: NHS Trusts, NHS Foundation Trusts, and Integrated Care Boards (ICBs) within the South East London region. This includes King’s College Hospital NHS Foundation Trust, Lewisham and Greenwich NHS Trust, South East London and Maudsley NHS Foundation Trust, Oxleas NHS Foundation Trust, Guy’s and St Thomas’ NHS Foundation Trust, South East London Integrated Care Board and any other public sector organisation that falls within the South East London Integrated Care System. Additionally, NHS England, the Care Quality Commission (CQC), and the Health and Safety Executive (HSE) may also access the framework agreement.
Beyond the NHS, public sector bodies such as local authorities and councils, including the London Boroughs of Lambeth, Southwark, Bexley, Bromley, and Greenwich, and any other local authorities or councils within the South East London region, as well as the Mayor of London, the London Assembly, Transport for London (TfL), the Mayor’s Office for Policing and Crime (MOPAC), the London Fire Commissioner, and the City of London Corporation may also access the framework agreement.
The call off contracts between the Trust and the supplier appointed to the framework agreement may include a variable mechanism to reflect the volume of energy services provided under the framework agreement.

The Trust has awarded a Framework Agreement only. For the avoidance of doubt, execution of the framework agreement does not create any financial or contractual commitment for the Trust, nor does it give rise to any obligation to award call-offs or supplementary contracts. No liability is incurred by the Trust at this stage. Any future projects or commitments will be subject to separate governance, approval, and contracting processes.
The estimated value stated in this notice represents the estimated maximum potential value of projects that may be delivered under the framework over its term and does not constitute a commitment by the Trust to spend this value, in whole or in part.
Whilst the value of the Framework Agreement in this notice is £2Bn, this reflects the potential total value of all projects under call off contracts awarded under the Framework Agreement and the fact that other public sector organisations (as identified in this notice) may call off this Framework Agreement. The actual value of call off contracts awarded under the Framework Agreement will be significantly less than that value.
By entering into the Framework Agreement (and subsequently the Strategic Partnering Agreement), the Authority is not obliged to make any payments to the successful contractor for any works or services and is not committed to enter into any call off contracts under the Framework Agreement. Any call off contracts entered into under the Framework Agreement will be on the basis that they represent value for money and offer a robust energy resilient solution for the future.
The Framework Agreement may also be accessed by other contracting authorities, subject to the Trust’s prior approval. The contracting authorities entitled to call off the Framework Agreement, as identified in the contract notice, include:
- Guy’s and St Thomas’ NHS Foundation Trust;
- Lewisham and Greenwich NHS Trust;
- King’s College Hospital NHS Foundation Trust;
