Refurbishment works are planned alongside the boiler upgrade, including separating communal showers, improving energy efficiency, and upgrading internal finishes.\ninformation\nPreliminary \nBUS Information Sharing \nIf you submit a quotation for the Air Source Heat Pump, you agree that Tutbury Parish Council may share your tender details with the Boiler Upgrade Scheme (BUS) administrator (where required to support the grant application.\nInformation shared may include:\n• MCS certification details\n• Technical system design and sizing\n• Cost breakdowns\n• Any documents needed to confirm BUS eligibility\nInformation will only be shared where necessary for the BUS process and will be treated confidentially.\nTimescale\nDue toa planned event for the weekend commencing 19th June- 21st June all works will be either completed before then or commence after the event.\n1. Introduction\nTutbury Parish Council seeks quotations for a low-carbon heating and hot water replacement system.\nObjectives:\n•\tReduce carbon emissions\n•\tLower running costs\n•\tReplace ageing gas-fired hot water equipment\n•\tImprove EPC rating\n•\tModernise facilities in line with Football Foundation standards\nCurrent Building Systems:\n•\tTwo Andrews gas hot-water cylinders serving 8 showers\n•\tElectric storage heaters for space heating\n•\tApprox. 5,000 kWh annual gas use\n•\tRequirement to add 2 radiators to replace electric heaters\n•\tReferee shower and 3 sinks\nBoiler Upgrade Scheme (BUS):\n•\tEligible for £7,500 grant\n•\tInstaller applies for grant, deducted from quotation\n2. Aim of This Tender\nTenderers must provide a standalone quotation for a system capable of:\n•\tMeeting peak demand for 9 concurrent showers\n•\tProviding low-temperature radiator heating for 2 radiators\n•\tAchieving best long-term efficiency\n•\tFull MCS and BUS compliance\n•\tClear running cost estimates and payback\nTenderers must advise on the most appropriate system (ASHP, hybrid, or other renewable solution) based on current infrastructure and usage.\n3. Tender Requirements\n3.1 Technical Proposal\nTenderers must include:\n•\tRecommended heating & hot water system\n•\tSystem capacity calculations for 9-shower demand\n•\tHot water storage design (cylinders, buffers, recovery rate)\n•\tEmitter sizing:\no\tSpecify the type, size, and number of radiators or underfloor heating needed for each room\no\tEnsure sufficient heat output at the proposed heat pump flow temperatures (typically 35-55°C)\no\tCorrect sizing is essential for comfort and efficient operation of the ASHP\n•\tRadiator specification for ASHP-compatible flow temperatures\n•\tNoise levels, siting of external units, and visual impact\n•\tElectrical load assessment and upgrade needs\n•\tSCOP (Seasonal Coefficient of Performance) and SPF (Seasonal Perfor-mance Factor):\no\tSCOP measures the heat pump's seasonal efficiency for space heat-ing\no\tSPF measures the efficiency of the overall installed system (space heating + hot water) over a season\no\tTenderers should provide estimated SCOP and SPF values for the proposed system\n•\tAny risks or limitations\n3.2 Certification\n•\tInstaller must be MCS-certified\n•\tEquipment must be MCS-approved\n•\tProvide accreditation numbers\n3.3 Boiler Upgrade Scheme (BUS)\n•\tConfirm eligibility\n•\tApply for voucher\n•\tProvide required documentation\n•\tDeduct £7,500 from final invoice\n3.4 Costs\nInclude breakdown:\n•\tEquipment\n•\tLabour\n•\tElectrical work\n•\tPipework\n•\tRadiators\n•\tCommissioning\n•\tVAT\n•\tBUS deduction\n•\tNet cost to Council\n3.5 Running Costs & Payback\nInclude:\n•\tEstimated annual running cost & kWh usage\n•\tCarbon savings vs existing system\n•\tPayback period\n3.6 EPC Support\nAssist with technical info for EPC and maintain BUS eligibility\n4. Submission Requirements\nSubmit:\n•\tTechnical design\n•\tInstallation method\n•\tItemised quotation\n•\tProgramme of works\n•\tWarranty details\n•\tMaintenance requirements\n•\tEvidence of similar installations\n5. Evaluation Framework \nTotal Score = 100%\n•\tPrice = 40%\n•\tQuality / MAT = 60%\nThis ensures both price and technical performance are considered fairly.\n5.1 Price Evaluation (40%)\n•\tLowest compliant price = full 40%\n•\tOther prices scored proportionally using plain formula:\nPrice Score (%) = (Lowest Bid ÷ This Bid) × 40\n•\tRound to 0.1%\n•\tEnsures price remains a key factor\nExample:\n•\tLowest bid = £18,000 → Price Score = 40%\n•\tAnother bid = £22,000 → Price Score = (18,000 ÷ 22,000) × 40 = 32.7%\n5.2 Quality / MAT Evaluation (60%)\nCouncillors will score tenders based on performance, not clarity."
