Description

South Gloucestershire Council (SGC) requires a contractor to support its in-house workforce in the provision of surfacing and quarried materials. SGC is procuring a single supplier Term Service Contract ensuring the supply only of quarried materials and the supply & lay of surfacing materials to support delivery of South Gloucestershire Council's capital programme and infrastructure projects in South Gloucestershire and the wider West of England Combined Mayoral Authority (WEMCA) area. The contract will include the ability to raise Task Orders for additional services that fall within the scope of the main contract.

Engagement process description

South Gloucestershire Council (SGC) is conducting a Preliminary Market Engagement (PME) exercise in relation to its procurement of Surfacing and Supply of Quarried Materials to assist it in developing its requirements and approach.

This engagement is conducted in accordance with Section 16 of the Procurement Act 2023, which permits contracting authorities to engage with the market prior to commencing a procurement procedure.

The purpose of this PME is to:

• Understand market capacity and interest.

• Check and develop procurement requirements.

• Help design procedures, participation conditions and award criteria.

• Identify any potential barriers to participation.

SGC is sharing draft Invitation to Tender (ITT) documentation and seeking feedback from the market on the information contained therein.

Participation in this PME is voluntary, but SGC encourages any organisation or group of organisations interested in bidding for this contract to respond to the questions contained within it's 'Preliminary Market Engagement Questionnaire'. Your feedback is valuable in helping us shape a fair, transparent and effective procurement process.

SGC are still finalising their approach and documentation. The responses to its PME Questionnaire will be fed into this process and the finished tender documents are anticipated to be issued shortly after the engagement deadline.

PLEASE NOTE: The e-sender form for the completion of this UK2 Preliminary Market Engagement Notice does not give the option for SGC to specify the closing time for the return of responses. We believe this will display on the notice as 23:59, but the Council asks please that PME Questionnaire responses are returned by 17:00 on Friday 14 November 2025.
