NHS Humber and North Yorkshire Integrated Care Board (ICB), hereafter the Relevant Authority, is seeking to commission a Primary Medical Services

Special Allocation Scheme (North East Lincolnshire / North Lincolnshire) through a Most Suitable Provider process under The Health Care Services (Provider Selection Regime) Regulations 2023. Knowledge of the Provider Landscape has determined potential Providers who are able to deliver to the requirements of this contract in delivering primary medical care service provision to individuals registered to the Special Allocation Scheme programme.

The preferred Provider (Most Suitable Provider) will be required to demonstrate their experience of delivering high quality, dignified, cost effective service that supports providing primary care medical services to patients registered to the Special Allocation Scheme programme for North East Lincolnshire / North Lincolnshire, and supporting patient rehabilitation to facilitate a return to General Practice registration.

The preferred Provider (Most Suitable Provider) will need to:

• Hold a current contract for delivery of Primary Care Medical Services (Alternative Provider Medical Service (APMS), General Medical Service (GMS), or Personal Medical Service (PMS)) in North East Lincolnshire or North Lincolnshire;

• Hold a valid current CQC registration for Primary Care Medical Services;

• Ensure healthcare professionals delivering the services are registered with the associated registration bodies - General Medical Council, and Nursing and Midwifery Council

The service will be required to:

• Deliver primary care medical services, as defined by the APMS Directions - Alternative Provider Medical Services Directions, and Specification to patients registered on the Special Allocation Scheme programme.

• Support patient rehabilitation and facilitate a return to General Practice registration.

NHS Humber and North Yorkshire ICB is intending to award a contract under the Most Suitable Provider Process of The Health Care Services (Provider Selection Regime) Regulations 2023.

Approximate lifetime value of the contract is £255,000 (indicative value includes extension option period, should it be exercised by the Relevant Authority).

The proposed contract is for an existing healthcare service. The preferred provider is an existing provider to be awarded the contract for the proposed healthcare service.

Contract term - 1 November 2025 - 31 October 2028 (the contract term may be extended by two (2) years).

Representations by providers must be made to the relevant authority by 23:59hrs 27 October 2025. This contract has not yet formally been awarded, this notice serves as an intention to award under the Health Care Services (Provider Selection Regime) Regulations 2023.

Key Criteria 4. Improving Access, reducing health inequalities and facilitating - weighting reflected the nature of the service provision linked a specific cohort of the population.

Key Criteria 5. Social Value - weighting has to be 10%

Following a robust assessment process against the documented Basic Selection Criteria and Key Criteria, NHS Humber and North Yorkshire ICB was able identify a provider to be awarded a contract for the Primary Medical Services - Special Allocation Scheme (North-East Lincolnshire / North Lincolnshire).
