Explanation:
Reg. 50(1)(b)(iii) - where a change of supplier would oblige the utility to acquire works, supplies or services not interchangeable with those already provided, or would result in disproportionate technical difficulties in operation and maintenance.
The contract is for station deep cleaning and maintenance, which are operationally sensitive services in a rail context.
The same supplier has already been delivered these services at other station locations since last year, meaning they have the staff, access permits, processes, and health/safety approvals in place.
Continuing with the same supplier ensures standardisation of methods, compliance processes, and quality control across the network.
Appointing a new supplier would cause significant disruption, extra mobilisation costs, and operational inefficiencies (e.g. duplication of training, new safety assessments, and inconsistent service standards).
