This is not a call for competition and is for market engagement and information only.
Provision of Managed Decontamination Services for the collaborating Trusts re-useable medical devices. The service is to include collection and delivery of instruments from agreed central distribution points on each of the collaboration sites and the reprocessing of the reusable medical devices in accordance with the manufacturer reprocessing instructions (MRI’s). As the service develops, additional managed services may be required such as: soft pack supply, surgical equipment refurbishment and replacement, and surgical instrument and equipment repairs.

two.2.4) Description of the procurement
The Sheffield Authority (Trusts), comprising Sheffield Teaching Hospital NHS Foundation Trust (STH), Sheffield Children’s NHS Foundation Trust (SCH), and Sheffield NHS Community Services (Community), is evaluating various options for the provision of Managed Decontamination Services to the Trusts.
Currently, the Trusts are contracted with a managed service provider that delivers these services including collection and re delivery from their own premises to sites. This arrangement was established through a previous OJEU tender process, and the existing contract is set to expire in 2027.
As the Trusts develop their procurement strategy for the upcoming contract, with the aim of establishing a multi-year contract that delivers optimal value, we are seeking market input on potential options under consideration:
a. Continuing with the current model, where a managed service provider delivers the service from their own premises and collects and redelivers within each collaboration sites agreed standard turnaround times of:
Standard 24 hours
Percentage (to be agreed) of priority next morning delivery
Community – 48 hours
b. Engagement with a managed service provider, to establish either a new on site or a new off site solution, which could potentially offer additional capacity for future collaborations with other Trusts. Please note there will be no capital contribution from the Trusts, only the potential provision of land.
c. Any other viable options presented to us by the market.
d. The contract value is based on a maximum 21 year contract term, however we would like feedback on the optimal contact term that would deliver the best value to the Trusts.
Current approximate annual volumes are as follows:
STH – 220,200 trays and 277,300 supplementary items SCH - 18,100 trays and 16,600 supplementary items Community – 3,700 trays
* STH and SCH figures are from January 2019 to December 2019 as production figures have still not increased to match 2019 levels. Community figures are from January 2022 to December 2023
We are open to suggestions from the market in order to explore different possibilities for our decontamination services. This could involve remaining with a managed service provider, forming a collaboration or other potential options that we may not be aware of yet.

We will hold an engagement event in November 2024 (date to be confirmed) in order to encourage open discussion and explore ideas, prior to us undertaking a full procurement exercise.
