This is a Provider Selection Regime (PSR) contract modification notice, under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. This contract has now been formally modified.

The decision makers for the modification notice include SY ICB colleagues including Transformation Manager, Head of Transformation, Assistant Director of Transformation, Cancer GP Clinical Lead, SYB Cancer Alliance.

seven.2) Information about modifications

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

The modification will be an extension of current services with the existing provider. The proposed length of the contract will be for additional 6 months and will commence on 1 March 2025 and end on 31 August 2025. The additional value of the contract will be 95K for the six-month period.

seven.2.2) Reasons for modification

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

The reason for the modification is required is to further allow time to develop a S Y service specification in line with recently published guidance from the British Association of Dermatologists (BAD).
During 2024/25 all place leads supported by Cancer Alliance have been working together in the development of a SY specification. Each place had contracts in place with the exception of Sheffield for a Telederm Service. The intention in the early stages was for a full SY procurement to be undertaken. However, since initial discussions the landscape has changed, and timescales have been delayed due to the changes. Rotherham and Barnsley made the decision to direct award with current providers and Sheffield put Urgent Services in place as they did not currently have Tele-dermatology services and they actioned this through a direct award. These changes across SY ICB have delayed the process; therefore, the modification is requested to allow sufficient time for the procurement.
