Greater Manchester Combined Authority (GMCA), as the contracting authority for Greater Manchester Police, has issued this PIN as a way to seek information from the market regarding the interest and experience of potential suppliers in delivering a cloud-based Digital Evidence Management System (DEMS) suitable for policing.

A route to market for this contract has not yet been chosen. The Contracting Authority may opt to undertake an Open or Restricted tender, or use an existing framework or any other compliant route to market.

This PIN is not being used as a call for competition. Participation in any future Open or Restricted tender for this requirement will not be limited to those who responded to the PIN.

two.2.4) Description of the procurement

Greater Manchester Police has a requirement for a Digital Evidence Management System (DEMS) to provide a central, secure, cloud-based (UK) repository for electronically generated evidence which allows GMP to receive, store, manage, process and share evidence internally and with other legal bodies such as the Crown Prosecution Service without the need for portable storage devices.

The DEMS must provide several layers of internal and external access restrictions, with an ability for evidence to uploaded by anyone authorised to do so (including the general public) and then be accessed and processed by approved internal and external users without the need for the evidence to leave the system. Tied to this, the DEMS must be able to provide an audit trail of who, when, what and how evidence has been accessed.

The scope of any future contract for this service will be flexible to the requirements of the force over the life of the contract, and to functional and innovative developments in the sector during that period.

As part of the process to develop and refine the specification for this requirement, GMP would like to invite interested parties to complete a Market Engagement Questionnaire. This questionnaire is available through the Bluelight (EU Supply) system, and responses to the questionnaire should be returned via the system by 12:00 (midday) on Monday 18th October 2021.

Further information on the current expectations of the force, in relation to the requirements for this contract, is included in the questionnaire document.

Clarifications may be sought from GMP, via the Bluelight system, on any aspect of the information provided at this stage.
