Energy Management Systems for Schools Pilot

Schools spend around £630m per annum on energy and collectively, they have a significant carbon footprint, over a fifth of the whole public sector. The Schools Commercial Team (SCT) believe that by developing evidence-based solutions that meet schools needs there is a significant opportunity to reduce utility demand and deliver savings for the sector as well as provide energy efficiency opportunities.

Objective:

This pilot will provide insight into the effectiveness of the best form of energy management intervention package based on data analytics using Smart Meter or Automated Meter Reading (AMR) meter data from a school's own estate. This should lead to an increase in energy savings for schools, behavioural change in sustainability both in school staff and students and learn the benefits of presentation of user-friendly formats of energy data which will be invaluable to inform future decision making.

two.2.4) Description of the procurement

Key Requirements:

• Supply schools with a online energy dashboard which displays near real-time energy usage from a schools own smart meter or AMR

• The solution should be user-friendly for school staff, teachers, and pupils to help encourage behavioural changes towards reducing energy consumption

• Dashboard must provide tailored energy-saving advice on usage and no/low-cost interventions (as well as potential savings)

• Able to benchmark energy performance against other similar schools

• Online Dashboard must be fully developed and have been tested within a school (off the shelf product).

• Able to provide individual classroom monitoring to help schools understand where the most energy is being consumed so an action plan can be developed

• Commitment to providing ongoing advice, support and guidance to schools for the duration of the pilot

• Provide assemblies, workshops and learning resources to educate staff, teachers and pupils on energy and climate change

• Previous track record of positive engagement with schools. If there is no previous experience on please provide an engagement plan

• Monitor, evaluate and report on pilot progress and results

• Provide end to end campaign and delivery management

• If this pilot is progressed, post award (subject to internal funding clearance - as detailed below) the provider must be able to mobilise within four weeks.

The Department wishes to assess market interest, capability, and capacity to administer and deliver a response to the above requirements with immediate effect.

Pending the interest and capability demonstrated, progression of this pilot will be subject to internal funding approvals.
