two.2.4) Description of the procurement

The contract is to enable the delivery of continuing and new apprenticeships within specified niche construction occupations i.e. those occupations where the demand for apprenticeships is not sufficiently large enough in Wales to reach critical mass, or there is no viable alternative to support continuing scaffolding learners. The Welsh Government has concluded the procurement process for the award of the Apprenticeship Commissioning Programme, which was conducted in accordance with the Public Contracts Regulation 2015 ("The PCR”). None of the successful tenderers provide niche construction apprenticeships or can currently support continuing scaffolding apprentices. Save for CITB, no other third party organisation including unsuccessful tenderers can support the delivery of the niche construction apprenticeships required by WG. If WG do not award this contract; 1) circa 39 learners currently placed with CITB will become displaced learners, 2) Welsh learners will be excluded from accessing niche construction apprenticeships. For these reasons, the WG wishes to award a contract directly to CITB, for the delivery of niche construction apprenticeships in addition to supporting scaffolding apprentices continuing into the 2021/22 contract year, in accordance with regulation 32(2)(b)(ii) (Use of the Negotiated Procedure without Prior Publication) of the PCR.

Explanation:

The Welsh Government has concluded the procurement process for the award of the Apprenticeship Commissioning Programme, which was conducted in accordance with the Public Contracts Regulation 2015 ("The PCR”). None of the successful tenderers provide niche construction apprenticeships or can currently support continuing scaffolding apprentices. Save for CITB, no other third party organisation including unsuccessful tenderers can support the delivery of the niche construction apprenticeships required by WG. If WG do not award this contract; 1) 39 learners currently placed with CITB will become displaced learners, 2) Welsh learners will be excluded from accessing niche construction apprenticeships.
