Kent County Council’s requirement for an organisation to deliver a Targeted Relationships and Sex Education (RSE) and Emotional Resilience Intervention to children and young people in Kent aged 10-18 years each year.

We want to improve outcomes for children and young people aged 10-18 years who have experienced trauma such as sexual exploitation, coercive and abusive relationships, and familial domestic abuse. These children and young people are at immediate risk of poor outcomes and, unless their needs are addressed, will continue to experience the impact of these traumas throughout their lives.

The service will work in partnership with the wider system of support, care and protection

being provided to the child or young person, their siblings and their family, thus complementing the

work of early help and prevention, specialist children’s services, counselling services and specialist mental health services.

two.2.4) Description of the procurement

The services will be available to those living within the Kent County Council geographical area (this does not include Medway).

The Contractor(s) shall manage referrals and deliver a timely intervention with the child/young person and their family, as appropriate.

Key principles of the intervention will be:

• A strength based approach to resilience

• Building self-efficacy through working towards goals articulated by the young person

• Using a trauma informed approach and response

It is the Council’s intention to award a contract or contracts for a period of two years (24 months) with the potential to extend by up to a further two years in twelve-month increments. The contract will commence on 01 October 2022. Providers will be expected to mobilise quickly and work with existing providers to ensure a smooth transition for users.

The maximum contract value is £70,000 per year in West Kent and £130,000 per year in East Kent, which may be subject to change. The expectation is that 450 children/young people will be seen across Kent each year.

The tender is divided into two lots in order to reflect the differences we see in health outcomes in these areas of Kent, specifically those that are referred to in the service level outcomes in section three of this document. The populations are very different in terms of the number of children, and levels of deprivation and poverty, therefore resource has been allocated proportionally.

The lots are as follows:

Lot 1: West Kent – Service to cover the following districts: Dartford, Gravesham,

Sevenoaks, Tunbridge Wells, Tonbridge and Malling and Maidstone.

The estimated value of Lot1 contract is no more than £70,000 per annum, but no guarantee is given as to the actual value of the contract. The value of the contract may be subject to reductions and the provider must be prepared to work with the council to deliver efficiencies if required.

Lot 2: East Kent - Service to cover the following districts: Swale, Ashford, Canterbury,

Folkestone and Hythe, Dover and Thanet.

The estimated value of Lot2 contract is no more than £130,000 per annum, but no guarantee is given as to the actual value of the contract. The value of the contract may be subject to reductions and the provider must be prepared to work with the council to deliver efficiencies if required.
