Explanation:
Wales and West Utilities (WWU) transports natural gas to the homes and businesses of almost 2.5 million consumers across an extensive geography covering 1/6th of the UK and serves a population of over 7 million people. The laying and replacing of both primary and secondary gas pipes is an integral part of company's operation; likewise, the reinstatement of land to as close to its original state as possible once the required gas pipe-laying works have been completed is an important part of any gas pipe-laying project undertaken by the company.
Protecting the environment is a key focus, and by introducing and developing industry-wide best practices WWU has reduced its environmental impact significantly year on year, with particular focus on emissions and climate change, the disposal of waste to landfill and the use of quarried stone.
WWU's extensive and particular geographical coverage (all of Wales and South-West England to the tip of Cornwall) means that it requires a wide network of providers to supply aggregates and dispose of excavation materials that facilitates the drive towards reducing environmental impact whilst maintaining operational functionality; e.g., a remote site in Cornwall would be poorly-served by providers based in Somerset or South Wales, as the distance to be travelled by heavily-laden vehicles delivering aggregates or removing material would be both economically & environmentally unsustainable.
Previous tender activities were unable to establish a suitably comprehensive network of providers across WWU's geographical area, despite significant repeated provider engagements across all of Wales and the South-West of England, Therefore, following a review of the requirement and the availability of providers across the geographical area, WWU intends to award contracts to a network of providers, based on their provision and geographical location. This will offer the service coverage that WWU requires whilst allowing for changes in the status and operation of the providers themselves to be accounted for.
WWU intends to award this contract for a period of 4 years, at which point the requirement will be revisited.
