The Tech Ecosystem Acceleration and Market-making South Yorkshire (TEAM SY) project is part-funded by the European Regional Development Fund (ERDF) (of the overarching European Structure and Investment Fund (ESIF)) and will be delivered by Capital Enterprise and Barnsley Council.

TEAM SY intends to expand and improve the startup support and investment ecosystem in South Yorkshire by delivering high-quality pre-accelerator, accelerator and investment readiness programmes to further grow the high value digital and tech cluster. TEAM SY will provide resources, unique expertise and world-class know-how in order to enhance the provision of business support available to potentially scalable and investable tech businesses in SY and to attract ambitious entrepreneurs to set up their tech startups in South Yorkshire.

Capital Enterprise will procure a minimum of 3 accelerator programmes linked to UK Industrial Strategy Grand Challenges sectors and/or key regional growth areas that include but are not limited to; Advanced Manufacturing, Creative / Immersive Tech, Health, IoT, AI and data, Future of Mobility or Ageing Society. Procured accelerators will receive c.60% match funding (of up to c.900,000 GBP to be apportioned between a minimum of 3 programmes) support from the ERDF to deliver the programmes over a c. 2 year period - estimated as May 2021 to June 2023. Each sector-specific accelerator programmes’ activities will be defined by the bidding expert accelerator providers.

The purpose of this Prior Information Notice (PIN) is to:

1. Provide the market with early notification of this upcoming opportunity; and

2. To request Expressions of Interest (EOI) from the market.

The estimated start date of this procurement procedure is 18 February 2021.

It is expected that this procurement procedure will be run via an Open Procedure route in line with the provisions within The Public Contract Regulations 2015, ERDF and ESIF guidance.
